Summary
The project begins with a collection hunt for newspapers all around the community by all community members. The purpose of this is to start a papier mache session within the community centre. The next step will be to gain adhesive and wire. Every child would be placed into a group. There are 5 groups relating to the environment or community. At the beginning of next year there will be an art exhibition to showcase all the work made. Then with a successful outcome it will be duplicated throughout London.

I am voting for myself. My project will see cleaner streets and more of a youth art culture rising up.

Heya you're idea sounds great!
I worked on a similar project called Newspaper House that was artist led. This link will tell you more: http://newspaperhouse.blogspot.com/
We managed to get our local council to help fund it as a platform for them promoting recylcing in the city of Liverpool.
Best of luck!
